Create or replace a landmark (admin)

POST 
/v2/admin/landmarks

Upserts a landmark polygon used for landmark narration. The slug is the stable identifier — posting the same slug replaces the existing record. Coverage (which hex cells are inside/nearby) is computed immediately.
