Sets up a webhook URL that receives real-time drift alerts when monitored customers move from their registered zones. Payloads are signed with HMAC-SHA256 using the provided secret.

The endpoint requires an account-scoped API key. Legacy keys without an account identity cannot access tenant data. Also returned when the requested resource (loan, schedule) is registered to another account.
