Active crowdsourced road-hazard reports

/v2/route/incidents

Returns currently active, unexpired road-hazard reports (accident, flooding, road_blocked, police) as a GeoJSON FeatureCollection, for drawing on a map. No admin review queue — a report appears here immediately after POST /v2/route/incidents and disappears once its kind-specific TTL lapses (accident 2h, flooding 24h, road_blocked 6h, police 3h). No authentication required.
