Learned-traffic congestion heatmap

Returns a GeoJSON FeatureCollection of the hex cells that currently carry their own learned congestion factor, in the active time bucket, within a bounding box — e.g. a specific chokepoint (Madina Zongo Junction, Circle, Kaneshie Market) that has earned a factor from real completed trips, distinct from every other road of its class citywide. Most cells never appear here: a cell only publishes once it has enough recent samples (the hourly aggregation job's min-sample threshold), so this is inherently sparse and self-selecting toward wherever traffic actually concentrates. Authenticated; 503 if the learned-traffic loop isn't configured (fail-open, same as /v2/route/traffic).
