Grant or revoke Banking Suite access

Banking Suite (KYC collections tracking, portfolio risk, re-verification scheduling, and the account's own audit-log endpoint) is provisioned per institution, not self-serve — no account gets access just by holding an API key. This is the only way an account is granted (or has revoked) access, and the only way to set its optional IP allowlist.

kyc/verify and verify/proximity are unaffected by this flag — they're shared with the general-purpose Address Verify widget and stay open to any authenticated account.
