Report a road hazard

Report an accident, flooding, blocked road, or police checkpoint at a location. No authentication required. No admin review — the report is visible immediately via GET /v2/route/incidents and in route warnings.

A report within ~150m of an existing active report of the same kind reinforces it (report_count increments, expires_at extends) instead of creating a duplicate. Avoidance (as opposed to a route warning) only ever activates for flooding/road_blocked kinds once report_count reaches 2 — a single report is always visible but never reroutes anyone, since reports aren't reviewed before going live.

Rate-limited to 15 requests per hour per IP.
