Set an existing account's tier and rate limit

POST 
/v2/admin/users/:id/plan

Updates tier, daily_limit, and (optionally) an expiry for an existing users-table account. This is the only way to change limits on an account after signup outside the self-serve Paystack checkout flow — used for negotiated arrangements (e.g. a bank on Banking Suite) that don't fit a public plan. Also reactivates the account (active = TRUE).
